What is STAIRs?
STAIRs stands for Social Tenants Access to Information Requirements. It is a new government standard that gives social housing tenants easier access to information about how their homes and services are managed.
STAIRs helps tenants find information more easily, understand how decisions affect their homes and communities, and hold their landlord accountable for the services they provide.
Under STAIRs, housing providers must publish a range of information they already hold, including details about:
- How the organisation is governed and makes decisions
- How money is spent
- How homes and neighbourhoods are managed
- Performance against key service standards
- Repairs, complaints and other housing services
- Important policies, registers and housing management information
This information must be organised into clear categories and published through a publication scheme, making it easier for tenants to find. Hastoe's publication scheme is set out below.

When will STAIRs be introduced?
From 1 October 2026, housing providers must publish information through a publication scheme, making key information available routinely without tenants needing to ask for it.
From 1 April 2027, tenants will have the right to request additional information about the management of their social housing. Housing providers will normally have up to 30 calendar days to respond to these requests. We will share more information about how Hastoe will implement these requirements nearer the time.

Much of the information STAIRs requires us to publish is already available on our website. While much of this information is already published, STAIRS requires it to be organised in a clear and consistent way so tenants can find and use it more easily.
